Originally I though she's stupid a weird design flaw --- giving her the eggs and letting her float around a bit suggests a connection to birds, but her mask is more of a cat-design.

But then... the split personality game guy, he has something that looks like wings, and his finger-knives could be interpreted as claws which can be found on birds as well as cats.

Along these lines, Watari's knives could be claws as well. Leaves the fish lady; I'm not really seeing any bird/cat references there?

But still, maybe it's something like this --- the one at the top of Panther (cat) Claw (cat/bird) is something that's a combination of both --- a winged panther of sorts? He uses his own genetic material to implant special capabilities into his direct subordinates, but occasionally they inherit traits that weren't intended, but not enough of a problem to warrant further research to correct it.

So maybe the egg "fetish" is really just an accident.

Of course, it could be far more simple :-) Like somebody thought it was a cool idea, so they added it. No background story whatsoever :-)

I think the inference is that she's part snake.

There are species of snakes that swallow an egg whole and then have spines further down their gullet to pop the shell.. they then spit up the shell...
